The Zero Carbon definition requires, as CfSH L5 does, all the carbon emissions from regulated energy use to be tackled.
In the proposed Zero Carbon definition this is achieved through a stepped, 3-tier approach, where specific levels of performance in regards to the fabric's energy efficiency and predicted carbon emissions need to be achieved before accessing Allowable Solutions (off site off-setting mechanism).
CSH5 requires all emissions from regulated energy use to be tackled through on site measures (so no off site Allowable Solutions mechanism).
